From the intersection of US64 and NC28 in Highlands head south on NC28 for 2.3 miles to where NC28 crosses Clear Creek. The falls will be on the left as you pass. As far as getting a good pic,  I had to drive past the falls and park on the right down toward the bend in the road and walk back. This is a winding stretch of NC28 so use caution is walking on the side of the road. There is nowhere to park at the falls. There is a path through the brush to a decent shot to take a pic. It wasn’t signed as private property for what that’s worth.
