Hurricane Falls is located on North Newton Road in Highlands and viewable from the road or by kayaking to the base. From the intersection of US64 and NC107 in Cashiers, head North on NC107 for 1.8 miles to North Norton Road. There is a sign for a high school here. make a left and follow North Norton Road to the falls. There is a narrow pullout past the best view. From here you can walk back along the road to a view of the falls. The view isn’t great and I was there in the winter when the leaves were off. It’s likely even worse in the summer.
