To get to the base there is a steep trail downstream of the lower drop. It descends down to the creek. I didn’t venture down because I liked the view of the upper drop with the dam in frame (it’s visible in the upper right corner of both of my shots). From down below the upper section would be hidden. The path looked steep so use caution if you head down.
